In Belgi\u00eb is de baksteen in de maag nog steeds een echte passie. Toch kan eigenaar zijn in Brussel soms uitgroeien tot een ware kopzorgen. Een oude bijbouw die nooit werd geregulariseerd, een verbouwing van tientallen jaren geleden of een ontbrekend document kunnen volstaan om een verkoop te blokkeren, een aankoop te vertragen of een vastgoedproject te compliceren. Met de Urban Pass wil het Brussels Gewest een concreet antwoord bieden op deze situaties waarmee veel Brusselaars worden geconfronteerd. Een verwachte, tijdelijke en afgebakende maatregel die opnieuw rust kan brengen voor heel wat eigenaars\u2026 en toekomstige eigenaars.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dit is een belangrijke eerste stap die zojuist werd gezet. Het Brussels Parlement heeft een voorstel van ordonnantie in overweging genomen, ingediend door volksvertegenwoordiger Sadik K\u00f6ksal. Achter deze tekst schuilt een grondig voorbereidend werk dat in nauwe samenwerking met mijn kabinet werd uitgevoerd. Een hervorming die deel uitmaakt van de gewestelijke beleidsverklaring en die ik wil realiseren. Samen stellen we een nieuw instrument voor om bepaalde oude stedenbouwkundige inbreuken te regulariseren binnen een duidelijk, veilig en pragmatisch kader.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Wat is de Urban Pass?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Achter elk stedenbouwkundig dossier schuilt in de eerste plaats een levensverhaal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Een gezin dat de woning van de ouders wil verkopen, een jong koppel dat bij de aankoop ontdekt dat een veranda die dertig jaar geleden werd gebouwd nooit werd geregulariseerd, of een eigenaar te goeder trouw die verneemt dat hij een lange en dure procedure moet opstarten voor een situatie waarvan hij niet eens de oorsprong kent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dit zijn geen uitzonderlijke situaties in Brussel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Het gevolg: uitgestelde verkopen, geannuleerde kredieten, gezinnen die hun levensproject zien wegdrijven door vaak zeer oude inbreuken.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De Urban Pass is ontstaan uit deze realiteit op het terrein. De Urban Pass wil een pragmatische oplossing bieden voor situaties uit het verleden, zonder de essenti\u00eble stedenbouwkundige vereisten in vraag te stellen.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Wat zal er veranderen?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Het doel van de Urban Pass is om, onder strikte voorwaarden, de regularisatie mogelijk te maken van bepaalde oude stedenbouwkundige inbreuken, via een vereenvoudigde procedure en een forfaitaire kost.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De Brusselse Regering moet nog precies bepalen welke situaties in aanmerking zullen komen voor dit systeem. De toekenningscriteria, de soorten inbreuken en de praktische modaliteiten zullen in de komende maanden worden vastgelegd.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Het systeem zal enkel betrekking hebben op oude situaties uit het verleden. Inbreuken die vandaag of na de inwerkingtreding van het systeem worden gepleegd, zullen geen aanspraak kunnen maken op de Urban Pass. Ook de vereisten inzake veiligheid, gezondheid en leefkwaliteit blijven volledig van kracht.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Goed nieuws voor eigenaars\u2026 maar ook voor de hele vastgoedsector<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Deze maatregel kan een veel bredere impact hebben dan op het eerste gezicht lijkt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voor eigenaars is het de hoop om eindelijk uit een administratieve impasse te geraken die soms al jaren aansleept.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voor kandidaat-kopers betekent het meer transparantie en zekerheid bij een van de grootste investeringen van hun leven.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voor makelaars, notarissen en alle professionals uit de sector betekent het eveneens dat meer transacties kunnen worden afgerond, met minder blokkades door oude inbreuken.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tot slot zullen ook de gemeenten baat hebben bij een administratieve vereenvoudiging, aangezien de aanvragen voor de Urban Pass rechtstreeks op gewestelijk niveau zullen worden ingediend en behandeld.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Een uitzonderlijk systeem, beperkt tot drie jaar<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">De Urban Pass werd bewust ontworpen als een uitzonderlijk instrument.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De inwerkingtreding is gepland voor begin 2027 en het systeem zal maximaal drie jaar toegankelijk blijven.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dit tijdsvenster voor regularisatie laat toe om een erfenis uit het verleden aan te pakken, zonder een verkeerd signaal te geven voor de toekomst. De Urban Pass is bedoeld om oude situaties op te lossen, niet om nieuwe inbreuken te stimuleren.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Een eerste stap naar eenvoudigere stedenbouw<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">De overweging van dit voorstel van ordonnantie markeert het begin van het parlementaire werk. De komende maanden zullen de toepassingsvoorwaarden verder worden verfijnd, voorafgaand aan de inwerkingtreding begin 2027.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hoewel de precieze modaliteiten nog door de Regering moeten worden vastgelegd, is de ambitie duidelijk: Brusselaars een eenvoudige, verantwoorde en realistische oplossing bieden voor situaties die soms al decennialang geblokkeerd zijn.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stedenbouw zou gezinnen nooit mogen verhinderen hun woning te verkopen, hun eerste woning te kopen of een levensproject te realiseren wanneer de moeilijkheden voortkomen uit een verleden dat ze niet zelf hebben gekozen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Met de Urban Pass zet Brussel een eerste stap naar een stedenbouw die beter aansluit bij de realiteit op het terrein.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>","protected":false},"excerpt":{"rendered":"<p>\u00catre propri\u00e9taire, c&rsquo;est souvent le projet d&rsquo;une vie.
